Ministry of Local Affairs and VNG International sign MoU

03 March 2016 - TAP – A memorandum of understanding was signed, on Thursday, between the Ministry of Local Affairs and the International Cooperation Agency of the Association of Netherlands Municipalities (VNG International). 

The signing ceremony held in at the headquarters of VNG International was attended by its President Peter Knip, Minister of Local Affairs Youssef Chahed and Mayor of Tunis and President of the National Federation of Tunisian Cities (French: FNVT), Saifallah Lasram.

In his remarks, VNG International President said the creation of a Ministry of Local Affairs in Tunisia “reflects this country’s commitment to anchor the principle of decentralization.”

There is a will to establish a real decentralization and a determination to overcome the challenges faced by Tunisia, such as the problem of unemployment and regional disparities Peter Knip further said.

In this connection, he reminded that the objective of VNG International is to energize local municipalities to facilitate the decentralization process. 

Minister of Local Affairs Youssef Chahed reminded that co-operation with VNG International “has been a success”, citing the co-operation project carried out in El Kef, Siliana and Sidi Bouzid.

He also said that change through development is made through decentralization or local governance. “This is possible by investment in the country’s interior regions to create jobs and boost development,” he said. 

The legal framework for the decentralization process is nearly ready, he said, noting that the municipal elections code is now under consideration at the House of People’s Representatives.

The municipal elections are scheduled before late 2016 and will represent “the starting point” of the decentralization process, he further said.
